The Immigration and Refugee Protection Act- An act of the Parliment of Canada that was passed in 2001.
Some of the objectives of this act include:
-Permit Canada to take up the maximum social, economic of immigration.
-To protect safety and public health also to maintain security of Canadian society.
-To help families reunite in Canada.
-As a fundamental expression of Canada's humanitarian ideas a fair consideration to people that come to Canada claiming persecution.
-Promoting international justice and security by denying people access into Canada.
-Filling Canada's international legal obligations with respect to refugees.

In Canada we have something called a Point System which is a system that Canada uses to evaluate immigrants before they are accepted into Canada.
The point system applies to refugees and immigrants. The six categories include; English and/or French speaking skills, education, experience, age, arranged employment, and adaptability.
Health and safety factors into accepting immigrants because if an immigrants health could possibly be a threat to the health of Canadians they won't be accepted. Also if they have a disease of some sort that could endanger the public. Last but not least is if their current health could put an "excessive demand" on our health care/services.
